Scope note. This article provides practical technical guidance for project and operational discussions. It does not replace project-specific investigation, testing, design, certification or the appointed project team.
Start with the project problem
Local fill can be the wrong material for a reinforced-soil wall. It can also be dismissed before anyone has properly compared the alternatives.
The useful question is not whether imported granular fill has better mechanical properties. Often it does.
The question is whether a wall designed around suitable local material can meet the same performance requirements with a better overall project outcome. That is a different comparison from substituting cheaper soil into an unchanged design.
What the research compared
Moncada and colleagues assessed idealised PET-reinforced walls using environmental, economic and social/functional criteria. Local soils with medium-to-low fines ranked best overall among the fill options despite lower mechanical strength. The cases assumed competent foundations and acceptable fill chemistry. The assessment stopped at construction; it was not a complete cradle-to-grave study. These are modelled comparisons, not monitored wall performance. The result is a reason to investigate a local-fill option. It is not approval to place whatever comes out of the excavation behind a wall.
Local is a location, not a material specification
Our practical starting point would be representative sampling and a defined source envelope. "Site won" says nothing by itself about variability, grading, plasticity, compaction behaviour or chemical compatibility.
For PET reinforcement, suitable fill chemistry and product-specific durability evidence need to remain part of the assessment. A favourable carbon calculation cannot resolve a durability concern.
FHWA's reinforced-soil guidance treats marginal fill as requiring additional attention to drainage, material behaviour and reinforcement interaction. It should not be read as a general waiver of selected-fill requirements. FHWA GEC 11, Volume I.
The governing project specification still applies. If local material sits outside it, establish whether an engineered alternative is permitted and who has authority to accept it before developing a savings claim.
Compare two complete designs
Keep the retained height, loading, required life and acceptable movements consistent. Allow each option's reinforcement layout and required footprint to change where the design requires it.
For the local-fill option, the review may need to address reinforcement length and spacing, pullout resistance, drainage and filters, compaction procedure, settlement and construction staging. More reinforcement alone does not resolve every consequence of changing the soil.
The important deliverable is a comparison of complete, compliant options. It is not a price comparison between two piles of fill.
For designers, this also means recording which properties are measured and which are conservatively assumed. Where an assumption controls the decision, a targeted test may be more valuable than another round of product pricing.
Put the costs usually left out back in
For an asset owner, a useful option assessment would include:
- Supply, excavation, disposal, processing and all relevant haulage.
- Any additional reinforcement, drainage or working area.
- Moisture conditioning, compaction trials and verification testing.
- Stockpile management and the effect of wet weather on the programme.
- Expected inspection and maintenance obligations.
- The consequence of variability, rework or material rejection.
Apply the same system boundary to the carbon comparison. Include the changes caused by the alternative, not just the truck kilometres avoided.
Our suggestion is to test the decision against a few credible changes: longer haulage, wetter local material, extra processing and a less favourable reinforcement layout. If the preferred option reverses under a small change, the owner should know that before procurement.
Construction control is part of the proposal
A local-fill option should arrive with acceptance limits, a sampling plan, lift and moisture controls, and an agreed response to a change in source material. Identify who can accept a stockpile and when the designer must be brought back in.
Drainage needs to be buildable, inspectable and maintainable. Calling a drain "included" is not enough if its outlet, filter compatibility or future access remains unresolved.
Imported selected fill remains the sensible answer on some jobs, particularly where local variability, construction constraints or performance demands make the alternative unattractive. There is no need to force a local-fill result to make the project sound sustainable.
The better outcome is an informed choice. Investigate the material, redesign where justified and compare the whole wall before deciding what to import.

It does not supply universal Australian acceptance limits or prove long-term field performance.
